Ramsey Booking Photos as Records
A booking photograph records a person’s appearance during a specific law-enforcement booking. Release does not change what that image depicts. It remains linked to the arrest episode, while later court action may dismiss charges, alter them, impose a sentence, or seal access. For that reason, a photo must be matched to the booking number, booking date, and court file rather than treated as a summary of the person’s present status.
Minnesota Statutes section 13.82, subdivision 26 classifies a law-enforcement booking photograph as public data. The same provision lets an agency temporarily withhold it when access would adversely affect an active investigation. Public classification does not require Ramsey County to place every image in an online gallery. A requester can ask the Sheriff for the photo and, if it is withheld, ask for the specific statutory basis.

The statute separates the public-data question from the practical question of where an image appears. Ramsey County may provide a photo by request even when the roster does not show one.

Use the channel tied to the custody episode. An ADC booking image belongs with Sheriff records. An RCCF record belongs with Community Corrections, which may or may not maintain a responsive image. An MN DOC offender image documents state corrections and should not be labeled as the earlier Ramsey arrest photograph without a record linking them.

Ramsey Roster Photo Limits
The ADC roster is useful for finding a recent booking. Ramsey County keeps its record available during custody and for five days following release, with updates every 30 minutes. The county promises names, dates, arresting and formal charges when applicable, court file numbers, court dates, and proceeding locations. Its official explanation does not promise a booking photo. Therefore, a roster entry can identify the correct event even when it does not deliver the image.

The roster screenshot represents the recent booking route, not a promise that the page contains a photo. After the five-day window, request the underlying booking record instead of relying on a cached copy.

Request a Ramsey Booking Photo
A narrow request gives the records custodian the best chance to locate the correct image. Use Ramsey County’s “Request public data” channel and direct an ADC booking-photo request to the Sheriff. Give enough detail to distinguish the person and event, but do not ask the Sheriff to interpret a court outcome. An RCCF image question should go to Community Corrections because that facility keeps a separate resident record.
- Identify the full name, a narrow booking-date range, and lawful distinguishing details.
- Add the ADC booking number and court file number if the recent roster supplies them.
- Request the public booking photograph for that exact booking, preferably as an electronic copy.
- Ask for the statutory basis and all segregable public portions if any part is withheld.
- Request a cost estimate before paid copy production rather than assuming a fixed fee.
- Use the court record and release data separately to verify disposition and custody status.

The county channel keeps the image tied to the correct custodian and booking. Minnesota Chapter 13 generally permits inspection of public government data without a copy charge, though authorized actual costs may apply to copies.
Note: Minnesota law calls for prompt and appropriate access but does not promise one fixed response time for every Ramsey County request.
Ramsey DOC Photos Differ
A person sentenced in Ramsey County may later enter Minnesota Department of Corrections custody. The MN DOC Public Viewer can include an offender image while the person remains under DOC jurisdiction. That image documents the state corrections record. It may not be the photograph taken during the earlier ADC booking, and the label should preserve that distinction.
Search the MN DOC Locator by name or DOC number. Read the custody or supervision status as labeled. A community-supervision result can confirm that physical prison custody ended while DOC jurisdiction continues. Once the full sentence ends, a person may stop appearing. Historical sentence, confinement-release, supervision, and discharge fields can then be requested from DOC records management.
RCCF adds another local distinction. It is a county correctional facility for adults serving Ramsey County sentences of up to one year. Its record is separate from both the Sheriff’s ADC booking and the state DOC file. Ask the agency that made or maintains the desired image.
Ramsey Official Photo Releases
The Sheriff, county, local police departments, prosecutors, MN DOC, or the U.S. Attorney may publish a photo with an official public-safety announcement. Such a publication proves that the agency used the image on that date. It does not establish the person’s current custody, current charges, or final court disposition. Match the announcement to the booking and verify the legal trail in the appropriate court system.
News organizations may republish an agency image. Treat the story as a lead and publication record. Do not use its caption in place of the ADC roster, MCRO order, or receiving-agency record. Commercial mugshot archives are still less reliable because a historical image can remain after the public government record changes or access is sealed. No commercial gallery or paid removal service is needed to reach the official Ramsey channels.
A federal photo also needs its own context. The BOP Inmate Locator can show a historical federal release status and date, but an image from a federal announcement is not a Ramsey County booking photo unless the source identifies it that way.
Ramsey Mugshots After Expungement
Minnesota Chapter 609A permits a court to seal specified records held by courts and executive agencies according to the order’s scope. Sealing limits ordinary public access. It does not rewrite the historical event, and statutory exceptions may still apply. A five-day ADC entry that was once public may no longer be available after the online window or after an applicable sealing order.
Read the order itself. Ramsey County is in Minnesota’s Second Judicial District, and the court record is the source for the scope of an expungement. Some public documents or case types may be unavailable remotely even without an expungement. A court file number, often beginning with district prefix 62 for Ramsey criminal cases, is more precise than a name search. Public courthouse terminals can provide more complete access where the law permits.
Do not try to defeat a sealing order through an old commercial copy. Questions about a Sheriff-held image go through the Ramsey County data-practices request. Questions about a court record go to the District Court. Each custodian can explain its present response and the statute or order it applies. A records custodian may also separate public portions from material restricted by juvenile law, victim protections, active-investigation rules, medical privacy, or the scope of an expungement order.
Ramsey Photo Removal Rules
The official Minnesota statute review did not identify a current booking-photo anti-pay-to-remove law. Sections 325E.65 and 325E.80 should not be cited for that claim because their current subjects are different. No payment is needed to ask a government agency to correct its own data or apply a valid court order. Use the responsible office and the formal record process.
A government image may be public under section 13.82 without being placed in a permanent online gallery. If an active-investigation exception is invoked, the agency should identify the legal basis. If a record is sealed, provide the order to the custodian. If a caption or identity is wrong, give the agency the booking number and the precise error. Court-record corrections belong with the court, not the Sheriff.
Keep the requested remedy tied to the source. The Sheriff can address an ADC image or caption it maintains. Community Corrections handles RCCF data, MN DOC handles its offender record, and the District Court handles its own file. One office cannot revise another custodian’s record.
