Federal Release Systems

BOP Historical Release Search

The official BOP Inmate Locator covers federal inmates from 1982 to the present. Search by BOP register number when known, or use name fields and verify the result against other identifiers. A historical result can display “Released” and a release date. That is the principal public path for a person who served a sentenced federal term.

A phrase such as “Not in BOP custody” has a narrow meaning. It does not establish whether the person entered federal supervised release, another sovereign’s custody, immigration detention, or the community. BOP warns that older or changed information may need verification. Match the locator entry with the federal sentencing judgment and any later court record before describing the legal status.

Confirm a BOP Release

A register number gives the most direct match. Name searches need added care because people may share a name and federal records can use middle names or suffixes. Note the result exactly as shown. Do not convert a release date into a claim about current supervision or destination.

  1. Search the BOP Locator by register number or full identifying name.
  2. Match the person to available age, race, sex, or register-number details.
  3. Record the displayed status and release date exactly.
  4. Review the federal judgment and later docket activity for legal context.
  5. Check another authority if transfer, detainer, or immigration custody is possible.

The Ramsey County release search is useful only for a local booking stage tied to the same person. It cannot certify BOP release. Conversely, the BOP Locator cannot explain a Ramsey County bond or local jail transfer unless the person later entered federal prison and a matching federal result exists.

Status limit: A BOP release result confirms the federal prison record, not the person’s complete current custody or supervision situation.

USMS Pretrial Release Records

The U.S. Marshals Service manages federal detainees from arrest through adjudication and transfer. It often uses contract facilities. There is no general public USMS historical detainee name locator equivalent to the BOP tool.

For pre-BOP status, begin with the relevant federal court docket, defense counsel, or an authorized inquiry to the appropriate USMS district. Read the local booking’s hold or agency field if the person passed through Ramsey ADC. A county release timestamp may mark the handoff to federal custody. It does not show that federal detention ended.

ICE Release and Detention Check

The ICE Online Detainee Locator System is mainly a present-detention locator. It can be searched by A-number and country of birth or by biographical information. Recently booked, transferred, under-18, and otherwise excluded records may not appear. “No records found” must never be reported as proof of release.

ICE’s official attorney-resource material says ODLS may include people released from ICE custody during the prior 60 days. That is a limited recent-release scope, not a permanent history. The official ODLS guidance also explains the system’s search limits. A recent release may leave reporting duties with Enforcement and Removal Operations, and those duties are separate from immigration court hearings.

The ICE Detention Reporting and Information Line is 1-888-351-4024. Its documented hours are Monday through Friday, except federal holidays, from 8 a.m. to 8 p.m. Eastern, with language assistance. Counsel or the immigration case record may be needed for a transfer or release that the locator cannot resolve.


Federal Holds After Ramsey Release

No official evidence supports describing Ramsey County as operating an ICE detention facility. A person can still move from local custody to immigration or federal custody under case-specific authority. That possibility is why a local roster disappearance must be read alongside the destination or hold field. The new agency, not Ramsey County, controls the next custody record.

A detainer can affect what happens when the original booking would otherwise end. It should not be described as a new conviction or as proof that the person entered ICE custody. A VINE notice that the ADC booking ended can be correct even if another agency immediately assumes custody.


Federal Release Record Sources

The federal judgment explains the sentence and any supervised-release term. The BOP entry supplies public federal prison status and a release date when available. USMS handles the pretrial custody stage, and ICE maintains its detention locator and information channels. Keep copies or notes keyed to one person’s identifiers so that records from different systems are not merged by name alone.

A federal release date does not show every later condition. Federal Probation and Pretrial Services records provide legal context, subject to their access rules. PACER or the relevant U.S. District Court record is the proper federal docket route. Minnesota Court Records Online applies to Minnesota state district-court cases and should not be used as the source for a federal judgment.

If a record says only that the person is not in agency custody, state only that fact. The absence of a public USMS history and the limited ODLS window make overstatement especially risky. A receiving agency record, court order, counsel confirmation, or direct authorized inquiry is stronger than an empty locator result.

Because the BOP entry represents a nationwide system, there is no Ramsey County BOP street address or local prison phone to list. Use the locator for sentenced federal custody and identify the institution shown in the current or historical record. The appropriate institution, BOP records channel, federal court, USMS district, or ICE contact depends on the custody stage.

Gather the federal register number, A-number, court case number, or local booking number that belongs to the relevant system. Do not send an immigration identifier to an unrelated county office or assume a BOP register number will locate a USMS pretrial episode. Exact identifiers reduce namesake errors and help the responsible office answer the narrow custody question.
